Nora D. Vollow, Md.
Director of the National Institution of Drug Abuse

Nora D. Volkow, M.D. is the Director of the National Institute on Drug Abuse (NIDA).  Before assuming this position on May 1, 2004, Dr. Volkow was Associate Director for Life Sciences at Brookhaven National Laboratory (BNL), Director of Nuclear Medicine at BNL and Director of the NIDA-Department of Energy Regional Neuroimaging Center at BNL. She was also Professor at the Department of Psychiatry, State University of New York (SUNY) at Stony Brook and Associate Dean for the Medical School at SUNY-Stony Brook.

Dr. Volkow received her M.D. in 1981 from the National University of Mexico, in Mexico City, Mexico, and performed her residency in psychiatry at New York University.

Dr. Volkow has authored or coauthored more than 300 peer-reviewed publications, three edited books and more then 50 book chapters and non-peer reviewed manuscripts.  She is the recipient of multiple awards for her research, and has been elected to membership in the Institute of Medicine in the National Academy of Sciences.  Dr. Volkow was named “Innovator of the Year” in 2000 by US News and World Report.

Chuck Rosenberg
United States Attorney, Eastern District of Virginia

Chuck Rosenberg was appointed by Attorney General Alberto Gonzales in March 2006 to serve as the United States Attorney for the Eastern District of Virginia. He was subsequently nominated to that position by President George Bush and confirmed by the United States Senate, unanimously, on June 13, 2006.

As the chief federal law enforcement officer for the District, which includes offices in Alexandria, Newport News, Norfolk and Richmond, Mr. Rosenberg supervises the prosecution of all federal crimes, and the litigation of all civil matters in which the federal government has an interest.

Mr. Rosenberg has spent most of his professional career in public service. From June 2005 until March 2006, he served as the United States Attorney for the Southern District of Texas. Prior to that, he served in several senior posts at the Department of Justice where his work focused on counterterrorism, counterintelligence, and national security matters, including as: Chief of Staff to Deputy Attorney General James B. Comey, Counselor to Attorney General John Ashcroft; and, before that, as Counsel to FBI Director Robert S. Mueller, III.

Before joining the FBI, Mr. Rosenberg was an Assistant United States Attorney in the Eastern District of Virginia, in Norfolk and, subsequently, in Alexandria. There he prosecuted financial fraud crimes, violent crimes, and espionage cases. During the last two years of his tenure as a federal prosecutor in Alexandria, Mr. Rosenberg supervised that office's Major Crimes Unit - the unit that prosecuted numerous prominent spy cases. While in private practice with the law firm of Hunton & Williams, Mr. Rosenberg served as an NBC legal analyst, appearing frequently on television.

He is a graduate of Tufts University (B.A.), Harvard University (M.P.P) and the University of Virginia (J.D.).

John L. Brownlee
United States Attorney, Western District of Virginia

John L. Brownlee was appointed United States Attorney by President George W. Bush on October 16, 2001. As U.S. Attorney, Mr. Brownlee is responsible for the prosecution of violations of federal law within the district and with the civil representation of federal agencies.

Prior to his appointment as U.S. Attorney, John was an associate attorney for the Roanoke based law firm Woods, Rogers. He has served as an Assistant United States Attorney in Washington, DC, and law clerk to U.S. District Judge Sam Wilson in Abingdon and Roanoke. John is a member of the American Legion, Post 3, in Roanoke, and lectures on trial advocacy at the University of Virginia School of Law.

John received a Bachelor of Science degree in Business Administration and Accounting from Washington and Lee University in 1987 and his law degree from the College of William and Mary in 1994. Prior to entering law school, John served as an infantry officer in the U.S. Army and successfully completed the Army's Airborne and Ranger programs. He is currently a major in the Judge Advocate General's Corps, U.S. Army Reserve.

John is married to the former Lee Ann Necessary of Millers Creek, North Carolina. They attend, along with their daughters Thompson Ann and Catherine Harris, Grandin Court Baptist Church in Roanoke.

Director Rodrigo Avila
Policia Nacional Civil of El Salvador

Rodrigo Ávila Avilés is the current General Director of the Nacional Civil Police. He previously served as the Vice-Minister of Public Safety and as a member of the Parliament. Prior to his service in the Parliament, he served as General Director, Operations Sub-Director and Administrator Sub-Director of the Nacional Civil Police.

Director Avila participated in Internationals Organizations and Private & Government Agencies as an advisor in Public Safety matters, Industry Analysis, Industry Safety, police organizations, district investigations, penal legislation and penal prosecutions. He has also been a member of the Nacional Security Council and Centro America Safety Commission, been an honorary member of the International Inter-parliament Forum for Illegal traffic of the small guns, and served as President of both the Foundation for Peace (FUNDAPAZ) and Centro America and Caribbean chief’s Police Associates. He was a national contact with the Interamerican Committee Against Terrorisms (CICTE-OEA), a technical advisor for the National Peace Commission and an International Watcher by Human Right in the Panama Elections, 1998.

Director Avila graduated from North Carolina State University Raleigh, with a degree in Engineering and has degrees in Mathematics and Business Administration from Gainesville College in Georgia. He is married to Mrs. Celina Denys de Ávila.
